Of course, the guests make the party! We had a lot of people dress for our circus theme, which was super fun. Here's some highlights:

Have a look at some of the set-up for our Halloween party this year. We went for a circus theme, and I believe we pulled it off quite well.

This is our "big top". We made the drapey stuff and the penants out of sheets we bought at the thrift store. It's uber cheap that way.
